Governor Releases Landmark Environmental Bond
Governor Deval Patrick has filed the largest environmental bond in the history of the Commonwealth, called "An Act Providing for the Preservation and Improvement of Land, Parks, and Clean Energy in the Commonwealth." At $1 billion, the bond provides funds for programs and policy initiatives ranging from land protection to renewable energy initiatives. Specifically, the bond states that public finds will be made available for "the installation of technologies, equipment and materials to reduce energy and water consumption at either existing or new state facilities and to increase the amount of installed renewable energy that result in actual energy and water savings . . . "
Many accounts have almost exhausted their prior bond authorization, so a timely passage is necessary. The last comprehensive environmental bond passed in 2002 provided roughly $750,000,000 in capital funds. The bond has been endorsed by 130 organizations working to improve the MA environment.
