The Governor's FY2009 budget proposal (House 2) was released in January.  The funding levels related to climate change are fairly similar to last year's. One interesting thing is Governor Patrick's allocation of $20 million to the "Alternative and Clean Energy Investment Trust Fund" to be used for biofuels encouragement, and the Green Communities program "envisioned by the comprehensive energy reform legislation passed by the House and Senate." The money could come from the Bay State Competetiveness Investment Fund, which is the destination for surplus tax revenues each year, so it's real money.

You can find details and the Governor's budget on the Massachusetts government website.
